The Uniform Guidance (UG) was introduced in 2013 by the Office of Management and Budget (OMB) and implemented in 2014 when the agency harmonized multiple OMB circulars on federal awards/grants. On May 29, 2026, the OMB published a proposed rule in the Federal Register: OMB Regulation for Federal Financial Assistance. This proposed rule would be a significant overhaul to federal grant regulations and cooperative agreements across funding agencies.
